Minutes of NJCAA Region XVI Meeting

April 16, 2008

Columbia, Missouri

 

Joint Meeting:

 

Attendance:  Cottey, Crowder, East Central, Jefferson, Blue River, Longview, Maple Woods, Penn Valley, Mineral Area, West Plains, Moberly, North Central, State Fair, St. Charles, Florissant Valley, Forest Park, Meramec, Three Rivers

 

  1. Eligibility Rule Proposals:  Rule proposals reviewed and discussed.  A copy was passed out.  There is a copy on the NJCAA web site.
  2. Motion – Bottger, Second – Gray, Defeated.  Article XII Sport Committee, Section 5 B (new) Coaches are to submit nominations for All Region in priority order.  No nominations will be accepted without the NJCAA statistical  back up information.  When voting, coaches must respect the prioritization of those nominated by other coaches.  The athletic administrator liaison to the respective sport committee will correct any violations of this procedure.

 

Men’ Meeting:

 

  1. Minutes of Winter Meeting.  Motion to accept – Gray, Second - Kinney.  Approved.
  2. Basketball I – Tuesday playoff at higher seed (3/3).  March 6 & 7 at Rolla.  Schools to divide profits.
  3. Basketball II – Playoff to be 3/3 at higher seed.  Proposal to have championship with BKM I at Rolla.
  4. Basketball II:  Motion - Albrecht, Second – Harvey. Passed.
    1. Complete statistical information must be on the NJCAA site by January 2 in order for any player from a school to be considered for All Region honors.  A letter from the AD liaison will be sent to the coach, AD and President if not done.
    2. Complete statistical information must be kept up to date on the NJCAA web site.  Spring semester, when information is one week behind a letter of warning will be sent to the coach and athletic administrator.  The second offense will elicit a letter from the AD liaison to the coach with a copy to the athletic administrator and president.   The third offense will elicit a letter from the AD liaison to the coach, athletic administrator and president.  No players will be eligible for All Region nomination. 
    3. If a coach or his/her representative is not present for the voting, no players from that institution will be eligible for All Region honors.

Motion – Albrecht, Second – Harvey.  Passed.

a.    For post season play, there is to be no exchange of films with any Region XVI opponent in any sport.

  1. Soccer –
    1. Motion – Bottger, Second Kinney.  Passed 

                                          i.    H.a.v.  Any player listed on the NJCAA game roster form shall be eligible to participate in the tie breaker.

    1. Motion – Bottger, Second – Kinney.  Passed.

                                          i.    H.a. i.  Change 2 points to 3 points for a win.

    1. Motion – Bottger, Second Kinney.  Passed.

                                          i.    H.d.  First round action will take place on the Saturday  at 1:00pm at the site of the higher seed.

                                        ii.    Semi Finals are to be held on Friday at 11:00am and 2:00pm with the highest seed playing at 2:00.  If games are played under the lights, times will be announced.  Site – refer to rotation.

                                       iii.    Finals are to be played on Sunday at 1:00pm.

                                          i.    H.i.  Financial arrangements.  Fees for officials and potential field rental will be pro-rated between the participating teams.

 

  1. Standards and Ethics:  Recommendation to establish a committee.
  2. Web Site:  Motion – Oetting, Second – Kinney.  Passed. 
    1. Pay Herb Lunday $500 for maintaining the web site.
  3. Elections:  Motion – Lunday, Second – Harvey.  Passed.  Elect Bottger to position of Region Director. Motion – Lunday, Second – Curry.  Passed.  Elect Chris Gober to position of Assistant Director.
  4.  Motion – Gray, Second – Pannier.   Passed

WOMEN’S MEETING
 

  1. Motion to Approve the Fall/Winter meeting minutes (Knight).  Second (Kinney).  Passed
  2. Introductions and Recognitions of National Tournament Recognitions and Women’s Basketball 2008 All-Americans.
  3. Financial Statement and Assessments due ASAP.
  4. Sports Code update, no changes, Div. 1 Softball needs to development a sport code.
  5. National and Region Academic Awards are due to Ruby by June 27, 2008.
  6. National and Region Student Athlete-of-the-Year are due to Ruby by June 27, 2008.
  7. New Business from the NJCAA Annual Meeting Sports committee reports
    1. Soccer-no changes; need a site, possibly Topeka, KS.
    2.  DI-VB-15 substitution, one coach up at a time, %of games played in Division ranks, August 2009.
    3. DII-VB-same changes
