NJCAA REGION 16 SPORT CODE
Volleyball – Division 1

Volleyball Sports Committee
Purpose: to develop policy recommendations, serve as the Regional Tournament committee, oversee selection of All-Region and All-American athletes, and to interpret and administer the Tournament Guidelines & Sport Code.

  1. An appointed athletic director will serve as volleyball facilitator.

    B.    Regular Season Competition: Each Region 16 school must play a home-and-away schedule with all other Region 16 schools.  Tournament play is acceptable.      Match formats may be two of three or  three of five.

    C.    Selection for Coach of the Year: Selections for Coach of the Year will be placed on the All-Region ballot, and selection will be based upon the voting by coaches. If there is a tie, Co-Coaches of the Year will be honored.

    D.  Selection of Region competition site: Selection for the region competition site will be done by a blind draw at the region meeting. Should teams drop out, change divisions, or be unable to host the region tournament, the rotation will be moved forward. Teams must participate in previous and current NJCAA competition to be eligible to host region championships.

  1. Awards Policy
    1. First place regional plaques will be awarded.
    2. Players will receive first place medals.
    3. All Region plaques will be awarded to twelve players.
    4. A Coach of the Year plaque will be awarded.
       

  2. All Region Selections:
    1. Twelve players will be named to the first team. Additional players receiving votes will receive honorable mention recognition.
    2. Coaches may nominate any number of players from their team (see Appendix 2).
    3. Nominations must be submitted to the Region Director to be placed on the ballot and considered for the award.
    4. Twelve players will be selected by vote of the coaches. Players will be ranked in order of preference (1-12) with one being the highest. Total votes will determine selection of the team and only point rankings will be used in case of a tie.
    5. Coaches may NOT vote for their own players. Ballots must be signed before being turned in to the Region Director.
    6. Ballots will be turned in immediately after your last match on the first day.
    7. Ballots will only be valid if signed and twelve players have been selected.
       
  3. All-American Nominations:
    Criteria for Selection
    1. Strength of team at the region level
    2. Strength of player at the region level as determined by:
      1. Individual statistics
      2. All-Region team voting
      3. Individual honors
    3. Volleyball Sports Committee vote

      Guidelines for Selection:

        1. Nominees must meet all requirements stipulated on All-American forms.
        2. Nominations by coaches must meet region deadlines.
        3. It is the responsibility of each region to ensure the quality of their nominees.

               Formula for Selection:

                                1.    Team’s finish in the region (counts twice)
                                2.    Committee vote
                                3.    All-Region vote
                                4.    Statistics

Each nominee will be assigned a point value according to their rank in each category (e.g. three nominees –nominee gets three points, second nominee gets two points, etc.). Total points will be tabulated to give order of nominees to be submitted to the NJCAA Volleyball Committee.

  1. Code of Conduct: The region will abide by the Code of Conduct as stated in the NJCAA Handbook and Casebook.

  2. Regional Tournament
    1. Seeding
    2. Season results will be submitted to the Region Director to be received by noon on the first Wednesday in November.
      1. The Region Director will distribute results to each committee member.
      2. The Tournament Committee will seed the tournament and adopt the correct playing schedule on or by the following Friday.
    3. Seeding Guidelines: (Consistent application of the following)
      1. Strength of team at the region level
        1. Consider inter-regional play
        2. Consider strength of schedule
      2. Overall and NJCAA record
      3. Any conference and/or tournament standings or placements
      4. Participating coaches ranking recommendations
      5. Tournament Committee seeds the tournament
    4. Officials: NCAA approved officials will be used. Area officials are to be secured by host with approval of the Region Director (prior to hiring officials, suggestions should be secured from region coaches). Officials working the Region Tournament shall not be affiliated with any school participating in that pool or match or be related to any participant in the tournament. Certified officials should be provided for lines for semi-finals and finals.
    5. Type of Play:
      1. Teams will be seeded in bracket play. Seeding will be done by the Tournament Committee. Information regarding seeding will be reported to participating teams by Monday prior to tournament.
      2. All play will be single elimination, three out of five game matches.
      3. Official NCAA rules will be used.
      4. The 15 substitution rule, with Libero, will apply.
      5. 4th and 5th seeds to play off for bracket entry.
      6. Shirt rule: Players are not allowed to change shirts in the area of competition. Violation of this policy on the first offense will be a warning to that player. A second violation will mean disqualification of the player for the next match.
         
  3. Tournament Rules and Procedures
    1. Crowd Control: The responsibility for crowd control rests with the director of the tournament. Artificial noisemakers, air horns, electronic amplifiers are not permissible. Bands or any component thereof, are not allowed to play while the competition is in progress. This rule applies to all sanctioned NJCAA tournament volleyball games.
    2. Video Taping: Teams in the tournament may only video tape games in which they are playing.
    3. Rules: NCAA rules will be used
      1. The official ball (Tachikara Gold/Black/White NJCAA ball) will be used.
      2. Ball pressure shall range from 4.3 to 4.6 pounds.
      3. One visible scoreboard shall be used for each court.
    4. Warm-ups will follow NCAA rule book guidelines.
    5. Site Rotation System:

      2006 –State Fair (November 9 & 10)

      2007 - Jefferson (November 2 & 3)

      2008 - Mineral Area (November 7 & 8)

      2009 - Missouri State-West Plains (November 6 & 7)

      2010 - Three Rivers (TBD)

      Should teams drop out, or change divisions, the rotation will be moved forward and the hosting order will remain the same. Teams must participate in previous and current NJCAA competition to be eligible to host Regional Championships.

    6. Admission: Information regarding cost of admission should be submitted to participating schools prior to the tournament. Admission costs of $5.00 per adult per day and $2.00 for students per day is suggested.  Students from participating institutions will receive free admission.
    7. Tournament Schedule:
      1. Schedule for Friday, November 10, 2006: 3:00 p.m. - 4 vs. 5; 5:00 p.m. - 2 vs 3; 7:00 p.m. - 1 vs winner of 4 vs. 5.
      2. Schedule for Saturday, November 11, 2006: Championship match at 2:00 p.m.
      3. Date Selection: One week before the National Tournament (Note: By vote of the Region 16 Directors of Athletics [4/18/01], there shall be no tournament play on Sunday).
    8. Pre-Tournament Practice: Schools wishing to practice prior to the tournament will need to contact the tournament host for availability.
    9. Responsibility of the Host School:
      1. Teams must have participated in previous Regional Championship Tournament and be currently participating in NJCAA competition prior to hosting the tournament. Should a team drop out, the next team in the rotation will host.
      2. Prepare a program according to guidelines.
      3. Provide for and cover cost of coaches' hospitality room and concession stand.
      4. Hire officials/support staff.
      5. Distribute list of potential officials/assign officials with approval of Regional Director.
      6. Send out housing and restaurant information
      7. Pay tournament costs and bill participating schools accordingly.
      8. Submit a financial statement to the Regional Director.
      9. Communicate with Regional Director regarding any questions.
      10. An athletic trainer should be present during tournament.
    10. Scouting Information: Giving scouting information to outside institutions is prohibited.
    11. Tournament Expenses:
      1. Costs of awards will be paid by the region
      2. Fees for officials (referees and umpires) will be pro-rated among the region schools according to matches played. Any expenses for mileage and housing for officials will be covered by the host school.
      3. Table officials, ticket taker, line judges, security and housekeeping costs are absorbed by the host school.
      4. Host school pays all tournament costs and assesses each school accordingly.
    12. Programs:
      1. The host school is responsible for providing a program.
      2. The program should include the following information:
        1. Team rosters
        2. Pertinent information regarding tournament only.
        3. Advertisement is permitted.
    13. Tournament Results and Final Report:
      1. Results of the tournament will be distributed by the host school.
      2. A financial report will be submitted to the Regional Director no later than two weeks following the tournament. It will include the following:
        1. Cost of officials (referee and umpire).
        2. Cost of table officials.
        3. Any additional costs.
        4. Amount of gate receipts.
