NJCAA Region 16 Sport Code
Women’s Basketball – Division II

A.  Selection of chair:  Nominations will be accepted from the floor by the Sports Committee Facilitator.  Once nominations cease, coaches cast one secret ballot per school for a nominee.  The coach with the simple majority of votes cast will serve as Chair of the Women’s Basketball Sports Committee.

B.  Selection of Coach of the Year:  Basketball Coach of the year will be selected by Division II Coaches.

C.  Selection of Region competition site: 

Region Championship:  The region site will be determined by a blind draw at the Region meeting.  Should teams drop out, change divisions, or are unable to host the Regional tournament, the rotation would be moved forward.  Teams must participate in previous and current NJCAA competition to be eligible to host the Region Championships.

D.  Award policy: 

1.  Region award plaques will be presented at the Championship game to the team Champion and runner-up.

2.  First and Second place medals will be awarded to Champions and runner-up individuals.

3.  Five All Region plaques will be awarded.

4.  Coach of the Year plaque will be awarded.

E.  All Region selections: 

1.  Coaches may nominate any number of players from their roster.

2.  All coaches or representatives must attend seeding meeting to nominate and  vote for al-region team.

3.  Five players will be selected by vote of coaches.

4.  It will be each coaches responsibility to submit names to the Regional Director or representative no later than February 28. 

5.  Players will be ranked in order of preference on through five, one being the highest.  Total votes will count and point ranking will be used only in case of a tie. 

6.  Coaches may not vote for their own players and ballots must be signed before being turned in to the Regional Director or representative.  Coaches should return ballots prior to the Championship game.

7.  Ballots will only be valid if signed and five players have been selected.

8.  The top vote player will be the Region’s All-American nomination.

F.  All-American nominations: 

1.  The Region’s All-American nominees will be selected by the Basketball committee members.

2.  Criteria for the selection will be based upon:

a. Individual statistics

b. Strength of team at regional level

c. Ranking of All Region team considered

3.  All necessary support material must be submitted to the Regional Director or representative.

G.  Code of Conduct:  NJCAA Code of Conduct will apply.

H.  Regional Tournament

1.  Seeding:

      a.   All teams will be seeded for Regional tournament based on W-L record in region games.  In case of a tie, the following will be used to determine the seed:

            1.   Head to head competition

            2.   Overall record

            3.   Coin toss

2.  Officials:

      a.  Officials working the Regional Tournament shall not:

            1.   Be affiliated with any school participating in the tournament

            2.   Be related to any participant in the tournament

      b.  The Regional Director or representative will hire officials for the Regional Tournament.  An attempt should be made to secure the highest-rated officials and from a neutral Association.

3.  Type of play:

      a.  All Division II teams will participate in Region tournament.

      b.  The host team will accept all cost of tournament.

      c.  The tournament format will be a single elimination.

      d.  The winner will be the Region XVI Champion.

      e.  Host school must be in Tournament.  If Host is unable to fulfill duties – site will go to next school on the list.

4.  Site selection:

      a.  The tournament will be held during the first week of March.

      b.  Sites for tournament are as follows:

            Penn Valley – 1998              Meramec – 2000

            Florissant Valley – 1999      Redraw – 2001

5.  Type of ball:  Balls must  be in accordance with the NJCAA rules.

(The official ball is the Rawlings RLL-WBCA.)

6.  Pre-tournament practice:  Schools wishing to practice prior to the tournament will need to contact the site host for availability.

7.  Filming of opponent games:  Colleges may video only those games in which their college participates.

8.  Scouting information to outside institutions:  Giving scouting information to outside institutions is prohibited.

9.  Financial arrangements:  The host school will be responsible for the following:

a. Prepare a program

b. Hire officials and support staff.

c. Be responsible for all expenses (excluding awards).

d. No expenses are allowed for building rental, heat, lights, or power.

e. Make all arrangements pertaining to the preparation and maintenance of court and locker rooms.

f.  Provide warm-up basketballs for participants.

g. See that spectators are in accord with the rules of the NJCAA.

h. Forward a financial report to Regional Director 10 DAYS AFTER THE TOURNAMENT.

i.  After expenses, all profits to the Region.

I.   Code of Conduct:  The Region will adopt the code of conduct as stated in the NJCAA handbook.

J.  Regional Tournament: 

1. Seeding: 

a.   All teams will be seeded for sub-regional play.

b.   East side will seed at their conference meeting based upon:

3.  Head-to-head competition in case of a tie

4.  Flip of a coin if a tie remains

c.  West side will seed according to records and strength of schedule.

2.  Officials:

Sub-Regional:  East side officials will be hired by the Regional Director or a representative.  West side officials will be hired by the site director.

Championship Game:  Officials for the Championship game will be hired by the Regional Director and from a neutral Association.         

            3.  Type of play:

                  a. The tournament will be a single elimination.  (See Appendix B)

                  b. The tournament will be divided into two sub-regional tournaments, each producing a winner.

                  c. The two winners will meet in a single game play-off, with the winner being the Region Champion.

            4.   Site selection:

                  a.  The sub-regional tournaments will be held the first Thursday and Saturday of March.  Schools hosting the tournament may not reschedule these dates.

                  b.  The Championship game will be held the second Tuesday of March.

                  c.  The sub-regional on each side of the state will be determined by a blind draw.

                  d.  The Championship game will be held on the site of the winner alternating each year from East to West side.

         5.   Type of ball:  The official tournament ball used will be the same as stated in the NJCAA Handbook under Division I Women’s Basketball.

                  Championship Game:  After expenses, the profit will be divided:

                        1/3 to the Winner

                        1/3 to the Traveling Team
